First-Ever Specialized Session on Data Center Industry Development Held at INNOPROM 2025
A landmark industry discussion took place at the international industrial forum INNOPROM 2025 in Yekaterinburg — the event’s first-ever panel session entirely dedicated to the development of data centers in Russia. Titled "Data Center Industry Development under Import Substitution Conditions," the session was organized by Open Technologies Engineering and Parus Electro.
The discussion brought together leading industry experts, government officials, and executives from major Russian companies in the digital infrastructure sector. The central focus was on building a full-fledged data center ecosystem in Russia using domestic equipment and technologies.
A key topic was the government support measures needed to accelerate the industry’s growth. As Evgeny Virtser, CEO of Open Technologies Engineering, noted: “The most critical support measure is interest rate subsidies. This isn’t just financial assistance — it’s an investment in the future of homegrown technologies, enabling Russian data centers to meet the IT industry’s growing demands with high-quality infrastructure.”
Experts stressed the importance of a holistic approach to industry development. Beyond creating Russian-made technological solutions for data centers, it’s essential to establish efficient deployment mechanisms while maintaining high standards of reliability and quality. Another urgent issue is updating regulatory frameworks, as current regulations often hinder the sector’s rapid growth.
“Support measures can make Russia’s data center industry globally competitive. All the key success factors are already in place — Russian companies possess cutting-edge technologies and have mastered the entire data center production cycle,” emphasized Vladimir Khlebnikov, founder of Parus Electro.
