Open Technologies Engineering to Build a New Data Center in Dagestan
On October 29, a groundbreaking ceremony for the new commercial data center of Key Point Group took place in the Khasavyurt District of Dagestan, marking the official start of construction. The first phase of the facility is scheduled to be launched in Q4 2026. As with all Key Point Group data centers, the new facility will undergo a two-stage Uptime Institute certification for Tier III reliability.

Open Technologies Engineering, one of Russia’s leading companies in data center design and construction, serves as the general contractor and general designer of the project. The project partner is Elektrosvyaz, a leading regional telecommunications operator.

This initiative is part of Key Point Group’s previously announced program to develop a regional data center network. The creation of a data center in Dagestan—located along a key fiber-optic communication line leading to an international border crossing—will not only provide infrastructure for advanced digital services and government projects, as well as large-scale data storage, but also allow partner telecom operators to deploy specialized communication equipment to expand connectivity. This will significantly increase the capacity of existing fiber-optic channels, transforming the facility into a vital hub for data storage and transmission, including IT services directed both across Russia and for export to Caspian region countries such as Iran, Armenia, and Georgia.
Construction will take place in two stages to allow flexible capacity expansion. The first stage includes an administrative and utility building and a technical module for 220 IT racks. The second stage will add another module of equal capacity.

As a result, the region will gain a modern infrastructure base that meets international standards and can host computing systems of any level. The project is being financed through private investment.
The new data center’s clients will include telecom operators, internet providers, IT and service companies, as well as government, healthcare, and educational institutions, enterprises in the fuel and energy sector and finance, and industrial, transport, logistics, and other organizations.

Rizvan Gazimagomedov, Deputy Prime Minister of the Republic of Dagestan, noted: “Such projects are not implemented in every region, but they are absolutely essential for our development. In today’s reality, where digital transformation has reached every sector of the economy, no industry can progress fully without it. Increasing server capacity, expanding infrastructure connectivity and data access, and developing education — especially in artificial intelligence — are all impossible without such data centers.”

“The Dagestan data center will be the first facility of our network in southern Russia. Our goal is to create not just a data center, but a digital hub for government, business, and international cooperation. We hope this data center will become a catalyst for the growth of the region’s IT infrastructure and for strengthening ties between the countries of the Caspian basin,” emphasized Evgeny Virtser, CEO of Open Technologies Engineering and founder of Key Point Group.
